Visualsettings.dat ELS

I've been trying to edit the VisualSettings.dat to increase the brightness of my ELS lights however they still aren't changing in game. I have PostFX on Ultra, I've already tried RadienceV and more.

Whenever I edit the Car.defaultlights, the lights just stay the same. File location is Mods/Update.rpf/Update/Common/Data. Any ideas?
