I would like to share some research about V's material, shaders and vehicle set ups. It isn't an exhaustive list of every model, shader, material, ect and only based on the model "police3". It's quite a long document, so it can be downloaded below. Feel free to share anything you may have found.

That's a great find and all, but not many of us are fancy on the police3 vehicle model. Do you know anything on the Police Cruiser model? (Stanier) I've been trying to look into it myself to find some information on the rotating lights. Not much luck so far.
I'm sure most of you know Break from LCPDFR.com. We've been looking into the speed of the lighting setup on the Stanier's rotating lights. He did find one of the lines for it which makes the environmental lights spin slower (IE. The reflections on the ground) but the coronas themselves have stopped working and do not light up. Any information you can find on this would be very helpful, since you're much more experienced at this kind of stuff than I am.

I haven't been able look into the models any further since Tuesday. All I know at the moment is that some of the siren nodes are dedicated to the rotators and the others are dedicated to the emissive meshes. Other than editing the carvaritions file, we will have to wait to experiment in game.
