For some reason my spotlights (extra 11) are aimed in the wrong direction... not sure how to rotate them in the correct direction.

As you're using an extra, I'm assuming you're talking about ELS? If so, it's an ELS bug that happens whenever the dummy is positioned in the front of a car (negative Z-axis) and cannot be avoided.

I also tried to import a functioning extra 11 file into a model that I'm working on which normally works fine. But for some reason, it isn't working here in this model. it's like the light beam is coming from another extra 11 source.

If this is ELS, you need to have the extra_11 dummy behind the centre of the vehicle. (the purple box)

I rotated the object that's in the middle photo. I rotated it 180 degrees. Still getting light shined in the wrong direction - had no impact.
It's like it's coming from something else. I'm not as skilled in Zmodeler as I would like.
So if it's a "dummy" that is causing the issue, I'm not sure how I could find the dummy to rotate.

Rotating the dummy will not work.
As I said before, it's an ELS bug. If the dummy has a positive Z-axis position, the light will point to the rear. This cannot be changed, you can just move the dummy somewhere behind the axis as Sova said.
