Okay and do I place it under the door in the hierarchy as a Children or do I attach it or what? Sorry I'm a newbie in modding!
If you still need help I believe the Dummy has to be the parent.

If you are talking about spawning NON Els vehicles and when you try to say activate the light bar and it doesn't appear, fix the vehicle. So go into the extra menu and find which ever extras you want to use and then fix your vehicle.
