from the pic it looks like the outer is using the vehshare glass instead of the templated inside the material

are you doing non-els if so are you sure the rotation is set correctly. if you think it is i would try just moving the sirens above the car just top see if you can see the lights at all

that even happens on default bullet resistant vehicles (example: armored Karuma) and i dont know if it was ever changed but you used to be able to snipe ppl out of the tanks.
im not sure if you can make it 100% bullet proof

personally i prefer templated for most emergency and default style for undercover and civilian vehicles.
also another option is if you know how to set up the mod shop stuff you can have them as something that can be changed using that
